		<description>I think you nailed it Wilson. They were both right in a sense and that's why the decision was so close. You may recall in the initial habeas decision where the court denied Wilson's appeal, in their decision, the justices basically said "fix it". And the legislature not only didn't fix it, they in essence chose to thumb their nose and twist the screws harder. There is no doubt who is to blame in this mess.</description>
